Celebrate는 주로 특별한 날을 축하하는 거고 Congratulate는 사람을 축하하는 말로 쓰입니다. (사람을 빼고 쓰고 싶을 때는 congratulate on을 씁니다.) 그러니깐 특별한 날이 들어가지 않고 그냥 쓸 때는 Congratulate가 쓰입니다.

EX/They celebrate their 5th wedding anniversary.(특별한 날) She celebrate her husband\'s birthday.(특별한 날) EX2/ I congratulate my sister(사람) on her promotion. (I congratulate on my sister\'s promotion.)
